CIDs are formed when property owners and businesses within a specific district voluntarily agree to levy additional taxes or fees on themselves to fund various improvement projects and services. This collective investment is used to address common challenges and capitalize on shared opportunities.

CIDs operate as independent entities governed by a board of directors composed of representatives from the contributing property owners and businesses.
